Partners in PROMISE provides special educational resources to mil-connected families.
EFMP Special Education Binder Military families move every 2 – 3 years and must be intentional in every aspect of the learning process. We have found that keeping both a detailed digital and physical binder has been helpful when advocating for our children’s education to ensure they receive a free and appropriate public education.
Partners in PROMISE
Partners in PROMISE was founded in January 2020 by four mothers to Protect the Rights of Military Children In Special Education (PROMISE). Focusing on a strategy of educating and advocacy, Partners in PROMISE is the link between special needs families, established military service organizations, the Department of Defense, and legislators, working towards collaborative solutions to complex problems.
We are proud to present our Special Education/504 Plan & EFMP Binders, created and customized by our team of special education subject matter experts and military spouses.
These free binders will empower and equip exceptional military families with everything you need on your special education journey and beyond.

Their mission is to Protect the Rights Of Military children in Special Education and disability communities to ensure they receive equal access to an education. They develop data-informed solutions that equip parents, inform leaders and enable military students to thrive. They promote the principles of diversity, equity and inclusion by advocating for the futures of our military children with unique and diverse backgrounds and needs.
Partners in PROMISE is focused on creating change from the top-down to improve special education outcomes for military children.
